Compliance Program and Privacy Policy
CEC Health Care is committed to providing the best care for our patients, and that includes a Corporate Compliance Program which strives to foster a culture of transparency that encourages Board, employees, volunteers, interns, vendors and contractors to conduct themselves in accordance with the highest level of business and community ethics and in compliance with applicable laws, regulations, policies and procedures. CEC Health Care’s Compliance Program seeks to provide the necessary guidance to promote the prevention, detection and reporting of fraud, waste and abuse. We also want to relay our commitment to integrity to our clients, regulatory oversight agencies, payers and philanthropic donors. CEC Health Care facilitates ethical behavior by outlining standards and expectations in our Code of Conduct. Additionally, CEC Health Care expects all of our contractors, vendors, consultants, and other agents to comply with CEC Health Care’s Code of Ethics as a condition of doing business with CEC Health Care.
The Compliance Program is designed to prevent and detect fraud, waste, and abuse based on Federal and State regulations, it also has a primary responsibility to ensure that we foster an environment where patient safety and confidentiality are top priorities. Furthermore, CEC Health Care is guided by the Health Insurance Portability and Accountability Act (HIPAA) which establishes national standards for the maintenance of patient health information. Posted at all CEC Health Care locations are CEC Health Care’s Notice of Privacy Practices, which details CEC Health Care’s commitment to privacy and HIPAA standards.
Compliance is everyone’s responsibility and helps to ensure the delivery of quality care.
Compliance reporting is a key component of this. Employees, volunteers, clients, contractors and vendors are encouraged to report compliance concerns anonymously via the Compliance Hotline. Corporate Compliance Program Information for Participating Vendors
CEC Health Care is committed to serving its patients, community and everyone with whom it does business pursuant to the highest ethical, business and legal standards. To that end, CEC Health Care has implemented a comprehensive Compliance Program to ensure that legal and ethical conduct is an integral part of our organization’s culture and operations. This Compliance Program extends our ethical, business and legal standards to our contractors, agents and other entities that provide services to us and our patients (collectively, our “vendors”). It is our intent that CEC Health Care’s vendors are in compliance with all applicable laws, rules and regulations and that, to the extent applicable, they follow CEC ’s Compliance Program.
CEC Health Care’s Compliance Program is designed to prevent noncompliance and fraud, waste and abuse (“FWA”) of federal health care dollars. FWA is a national problem that affects all of us directly or indirectly. Billions of dollars are lost each year, which drives up healthcare costs and premiums. We are all responsible for preventing, detecting and mitigating FWA.
As a CEC Health Care vendor, you are obligated to comply with the following requirements.
Compliance with CEC Health Care’s Compliance Policies and Procedures and Code of Conduct
Vendors must review and, when requested, adopt CEC Health Care’s compliance policies and procedures and Code of Conduct. Our Compliance Program is a reflection of our mission and core values. We believe our organizational integrity is a critical element of our accountability to our patients, our community and ourselves. These documents are made available to vendors’ employees and contracts performing services for or on behalf of CEC.

Non-employment or Retention of Sanctioned Individuals or Vendors
Vendors must prohibit the employment of individuals, contractors or agents or use of downstream vendors that have been convicted of a criminal offense related to health care or are listed by a federal agency as debarred, excluded or otherwise ineligible for participation in federally-funded health care programs. U.S. Department of Health & Human Services Office of General Inspector (OIG) and the New York State Office of Medicaid Inspector General (OMIG) requires healthcare organizations to conduct appropriate screenings at hire and monthly there- after to ensure that they do not employ or do business with individuals or entities that are convicted of criminal violations or have been the subject of sanctioning, debarment or exclusion.
